Why are some of my layers disabled?
Sometimes the mapping web site administrator will place limits on a layer display. This is done so that the end user
can not use the data inappropriately. If the data should not be used at the current scale then web site administrator
will place a scale dependency on the layer. The layer will become enabled when the map scale is at the correct scale.
Once the layer is enabled all normal operations can be performed upon it.
